New Provider Registrations

Applying for registration with the CQC as a new provider of adult social care services is a critical step. It marks the beginning of your ongoing relationship with the regulator, a relationship that will continue for as long as you provide your services. Understanding the implications of being registered and regulated by the CQC is essential.

By registering with the CQC, you commit to complying with fundamental standards. These include continuously demonstrating compliance through the five Key Questions: Safe, Effective, Caring, Responsive, and Well-Led. Failure to meet these standards can result in enforcement actions, prosecutions, and even the loss of registration.

To successfully register with the CQC, you must undergo an interview. During this interview, you’ll need to demonstrate a practical understanding of these standards and how you intend to implement them in your services.

There are several recommended actions to take when planning your new business. Additionally, there are necessary preparations to have in place before starting your CQC registration application. These preparations include:

Local Authority (LA)

Contact your LA and consider reaching out to surrounding LAs that you may be interested in serving to assess the demand for your services in those areas. This proactive step will not only contribute valuable insights to your business plan but will also play a pivotal role in shaping your CQC application.

Who Will You Care For?

Consider the specific groups and age ranges of individuals you plan to provide care for (e.g., Learning Disabilities and Autism, Dementia, Mental Health, or Children) Ensure that you possess the necessary skills and experience to effectively meet the unique needs of these groups.

Aims and Objectives

What do you hope to achieve within your service and how will you do this?

What are your visions and values as a Provider?

Business Plan

Prepare a detailed business plan encompassing the following essential elements: an executive summary; a thorough company description; comprehensive details of the services you intend to offer; insights from the market research you’ve conducted; an outline of your company’s management structure; and financial projections covering a two-year period.

Financial Viability

Do you have sufficient finances to sustain both your staff and the business during the initial stages of operation when revenue may be limited?

Do you have sufficient funds to access support, if required/desired, to access support for completing your application form for the CQC?

Registered Location

For Domiciliary Services – Do you have a suitable headquarters where you can meet staff and clients, and securely store confidential information?

For Care Home or Supported Living providers – Have you secured a location that is fit for purpose and ready for immediate use?

Key Persons

Who will assume the roles of key personnel, such as the Registered Manager and Nominated Individual? Additionally, do they possess the appropriate quallifications for these positions?

Organisation and Structure

What contingency plans do you have in place to support key personnel and ensure safe staffing in case of unexpected issues?

How will you guarantee client safety in situations where staffing problems arise?

It is essential to determine whether you need to register with the CQC. Registration is mandatory if you are involved in any activities regulated by them. You can find comprehensive information in the document “CQC: The Scope of Registration (May 2022)”. Notably, nursing and staffing agencies that solely act as employment agencies, supplying staff to organisations conducting regulated activities without engaging with such activities themselves, are exempt from registration (refer to Page 18 of the Scope of Registration). Existing Providers

Providers who are already registered with the CQC must maintain compliance as per The Care Quality Commission (Registration) Regulations 2009 (Part 3 & 4) (as amended) within the Health and Social Care Act. This includes the requirement to promptly notify the CQC of specific events, which include, but are not limited to:

  • Changes to your Statement of Purpose.
  • The absence and/or return of a registered individual for or after 28 days or more.
  • Changes to registered details, including contact information; changes in Directors, Nominated Individuals, and/or Registered Managers; as well as the addition or cessation of a regulated activity.

We can assist in ensuring that the CQC is promptly and accurately notified of any changes to your service, in accordance with the necessary requirements.
